Welcome to the Village of Barker, New York 
Official Municipal Website

The Village of Barker is a rural community located in the Eastern portion of Niagara County, directly in the center of the Town of Somerset. The Village is located 50 miles North of Buffalo, 60 miles West of Rochester and 40 miles East of Niagara Falls. Just a few miles to the North is the beautiful Lake Ontario. According to the 2020 census, the Village has 583 residents.

The Village offers quaint shops, restaurants, businesses, Fire Department, Post Office and the Library. We are also home to the award winning Barker Central School, which offers our children superior educational experiences, as well as athletic programs. The Barker Fire Department is also located in the Village limits. The BFD is a volunteer department that provides essential services, such as ambulance, fire and rescue.

The Village is a close knit community filled with great neighbors, who are always willing to help each other out.  Whether you live, work or are just visiting the Village, it has wonderful things to offer!

Request for Qualifications (RFQ) ENGINEERING SERVICES
NYS CDBG #77PR154-25

 
The Village of Barker was recently awarded a New York State Community Development Block Grant (CDBG) for Stormwater Infrastructure Improvements-Phase I. The Village is therefore seeking requests for Design, Bidding and Construction Phase Engineering Services to include all services necessary for the development of design plans, specifications and Contract Documents meeting New York State and funding agency requirements, securing necessary permits and regulatory/funding agency approvals, bidding assistance, and construction administration and observation.  Firms should have significant experience with stormwater system engineering as well as a successful history of permitting and implementing such CDBG funded projects. The total project budget, inclusive of construction, engineering and administrative costs, is $1,500,000, and is supported by a $1,500,000 CDBG grant award.
 
Proposal packages shall be placed in a sealed envelope addressed to Amanda Detschner, Village Clerk-Treasurer, and be plainly marked on the outside of the envelope, "RFQ: ENGINEERING SERVICES FOR VILLAGE OF BARKER: STORMWATER INFRASTRUCTURE IMPROVEMENTS-PHASE I”, and be delivered at the Village Clerk’s Office at 8708 Main Street, PO Box 298, Barker, NY 14012 by 11:00 A. M., Eastern Daylight Savings Time, April 24, 2026. Information received after that date and time will not be considered.
 
The full Request for Proposals and informational documents are available to be sent by email, and may be obtained from the Village Clerk-Treasurer Monday through Friday from 9AM – NOON & 1PM-4PM (closed from Noon-1pm for lunch). Minority and Women Business Enterprise firms are encouraged to submit. The Village of Barker reserves the right to reject any or all Proposals, the right to waive any informalities, the right to permit exceptions deemed not to be of substance, and the right to accept any Proposals which the Village deems to represent the prudent and economical expenditure of the public monies for the benefit of the Village’s inhabitants by securing the maximum quality.

The Village of Barker was recently awarded a New York State Community Development Block Grant (CDBG) for Community Infrastructure. The Village is therefore seeking proposals to contract with an Individual or Firm that specializes in the management of the overall grant process, including reporting requirements, adhering to deadlines and can assist the Village to maximize the benefits of grant funding awarded.
 
Proposal packages shall be placed in a sealed envelope addressed to Amanda Detschner, Village Clerk-Treasurer, and be plainly marked on the outside of the envelope, "PROPOSALS FOR GRANT ADMINISTRATION SERVICES FOR VILLAGE OF BARKER: STORMWATER INFRASTRUCTURE PROJECT-PHASE I”, and be delivered at the Village Clerk’s Office at 8708 Main Street, PO Box 298, Barker, NY 14012 by 11:00 A.
