The Village of Barker is a rural community located in the Eastern portion of Niagara County, directly in the center of the Town of Somerset. The Village is located 50 miles North of Buffalo, 60 miles West of Rochester and 40 miles East of Niagara Falls. Just a few miles to the North is the beautiful Lake Ontario. According to the 2020 census, the Village has 583 residents.

The Village offers quaint shops, restaurants, businesses, Fire Department, Post Office and the Library. We are also home to the award winning Barker Central School, which offers our children superior educational experiences, as well as athletic programs. The Barker Fire Department is also located in the Village limits. The BFD is a volunteer department that provides essential services, such as ambulance, fire and rescue.

The Village is a close knit community filled with great neighbors, who are always willing to help each other out.  Whether you live, work or are just visiting the Village, it has wonderful things to offer!

​EARLY NOTICE AND PUBLIC REVIEW OF PROPOSED
ACTIVITY LOCATED IN A 100-YEAR FLOODPLAIN
 
To:  All interested Agencies, Groups and Individuals, including the NYS Office of Home and Community Renewal.
This is to give notice that the Village of Barker has conducted an evaluation as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetland will have on the human environment for the Village of Barker Stormwater Infrastructure Improvements Project.
The proposed project aims to reduce flooding due to undersized and deteriorating infrastructure by improving the conveyance of stormwater runoff in the Village north to Golden Hill Creek. The proposed project will include 3 phased projects, which include the following improvements:
  • Project #1: Replacement of undersized or failing infrastructure along Quaker Road, Church Street, and in the residential backlots bounded by Quaker Road, Coleman Road, Pallister Avenue, and Church Street to reduce localized flooding and improvement of pedestrian travel with a new sidewalk along Quaker Road.
  • Project #2: Replacement of undersized or failing infrastructure along East Avenue, the eastern end of Main Street, and in the residential backlots bounded by East Avenue, Coleman Road, Pallister Avenue and Church Street to reduce localized flooding and improvement of the existing sidewalk along the west side of East Avenue to address sidewalks that are missing or in a state of disrepair.
  • Project #3: Replacement of existing sporadic, undersized, or failing infrastructure along Main Street to reduce flooding and improvement of runoff collection efficiency, aesthetic appeal, parking, pedestrian travel and safety, and landscaping along Main Street with a streetscape improvement plan.
The project area is partially located within the Federal Emergency Management Agency (FEMA) mapped floodway, 100-year floodplain, and 500-year floodplain of Golden Hill Creek, a tributary of Lake Ontario. Floodplains provide a number of ecological functions, including flood protection, improved water quality, and wildlife habitat.
The total area of the FEMA-mapped floodway within the project area is approximately 0.01 acres; no disturbance is proposed within the mapped floodway. The total area of the FEMA-mapped 100-year floodplain within the project area is approximately 0.81 acres; approximately 0.01 acres of disturbance to the 100-year floodplain will result from infrastructure replacement. The total area of the FEMA-mapped 500-year floodplain within the project area is approximately 0.04 acres; approximately 0.01 acres of disturbance to the 500-year floodplain will result from infrastructure replacement. The proposed project is located within the Village of Barker, Niagara County, New York.
There are three primary purposes for this notice.  First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplain, it must inform those who may be put at greater or continued risk.

​NOTICE OF PUBLIC HEARING
VILLAGE OF BARKER
 
     NOTICE IS HEREBY GIVEN that a Public Hearing will be held by the Village of Barker Village Board of Trustees on the 14th day of July, 2025 at 7:00 p.m., at the Village Hall Meeting Room, 8708 Main Street, Barker, New York, on the adoption of a proposed Local Law entitled, “A Local Law Amending Chapter 201 of the Village Code of the Village of Barker by Adding Section 201-6A,” an abstract of which is as follows:
 
     The proposed Local Law will amend Chapter 210 by adding Section 201-6A which will add an administration fee of $100.00 to and become part of a water bill that remains unpaid as of September 30 of any year and shall be forwarded to the County of Niagara and shall become part of the County tax bill for the next year.
 
     The complete text of said Law is on file at the Office of the Village Clerk/Treasurer, and is available for review by any interested person during business hours.
 
     At such public hearing, all persons interested, who wish to be heard will be heard.

     NOTICE IS HEREBY GIVEN that a Public Hearing will be held by the Village of Barker Village Board of Trustees on the 14th day of July, 2025 at 7:00 p.m., at the Village Hall Meeting Room, 8708 Main Street, Barker, New York, on the adoption of a proposed Local Law entitled, “A Local Law Continuing Planning Board and Establishing Alternative Member,” an abstract of which is as follows:
 
     The proposed Local Law shall continue with the Planning Board in existence, which shall consist of five members and establish the position of one alternative member.
 
     The complete text of said Law is on file at the Office of the Village Clerk/Treasurer, and is available for review by any interested person during business hours.
 
     At such public hearing, all persons interested, who wish to be heard will be heard.

     NOTICE IS HEREBY GIVEN that a Public Hearing will be held by the Village of Barker Village Board of Trustees on the 14th day of July, 2025 at 7:00 p.m., at the Village Hall Meeting Room, 8708 Main Street, Barker, New York, on the adoption of a proposed Local Law entitled, “A Local Law Providing for Site Plan Review”:
 
     The proposed Local Law is to ensure the efficient use of land, consideration of potential impacts on the environment and their avoidance, wherever possible, and the promotion of high standards in the design, layout, landscaping and construction of development, and to ensure development conforms to the provisions of this chapter.
 
     The complete text of said Law is on file at the Office of the Village Clerk/Treasurer, and is available for review by any interested person during business hours.
